Bank of England orders review of Revolut product approvals, FT reports

By Sushmit Verma · October 27, 2026

The Bank of England ordered a review of Revolut's product approval processes today, according to the Financial Times—marking the first time a major regulator has formally questioned how a digital bank governs its own product launches at scale.

Here's the context that matters: Revolut operates more than 40 financial products across 38 markets. When you scale that fast, internal governance becomes your single point of failure. The regulator wants to understand how a company moving at velocity ensures each product meets capital, liquidity, and conduct standards before it reaches customers.

I've seen this pattern repeatedly in regulated environments. Growth creates three specific pressure points:

Product teams optimizing for speed build features faster than compliance can model their risk. That gap compounds with every release cycle. In one utility portfolio I worked on, product backlogs grew 3x faster than the enterprise risk framework could absorb them—creating a 14-month governance debt by the time leadership intervened.

Second, distributed approval workflows break down when ownership isn't mapped to regulatory accountability. A feature approved by product may carry capital implications the finance function never validated. Revolut's scale—processing millions of transactions daily—means small governance gaps express as material regulatory exposure.

Third, the regulator's move signals a shift from periodic compliance audits to continuous oversight of how firms govern themselves in real time. That changes the operating model. Compliance stops being a checkpoint and becomes an embedded control layer in every product decision.

The lesson: regulatory scrutiny follows velocity. If your architecture can't explain how every decision maps back to a control, you're building technical debt denominated in regulatory risk.

What governance mechanisms have you found actually scale with product velocity in regulated environments?
