The constraint isn't demand. It's supply—and that changes your planning assumptions.

When a $2 trillion company can't provision enough compute to meet subscription demand, we're no longer in a pure software deployment model. We're back to infrastructure economics: capital allocation, capacity planning, and queue management.

For regulated industries and critical infrastructure, this surfaces three immediate risks:

→ Capacity rationing will favour hyperscale customers. If you're a utility with 500 seats versus a financial services firm with 5,000, guess who gets priority when the next compute cluster comes online.
