South Korea Selects SK Telecom, KT, and Kakao for 'AI for All' National Free AI Service
29 million South Koreans have ignored every AI service launched so far.
That's the number KT cited yesterday when bidding for the government's 'AI for All' contract—a national program to deliver free AI to every citizen.
BEFORE:
SK Telecom pitches its A. assistant app with 10 million monthly users. Kakao leans on KakaoTalk's 50 million install base. Both strategies assume distribution = download an app, open it, learn a new interface.
The gap: 29 million people who've watched the AI wave and chosen to sit it out.
AFTER:
KT's approach: embed AI directly into the platforms people already use—Musinsa for shopping, Daum for search. No new login. No behavioral shift required. By year-end 2026, the plan includes an AI agent that proactively flags government benefits users qualify for but haven't claimed.
Selection expected by August 31. Beta in late September.
THE BRIDGE:
Penetration beats polish when you're targeting national adoption.
The telecom playbook has always understood this: meet users where they are, reduce friction to zero, make the new capability feel native to existing behavior.
The consortia with the most users won't win. The one that removes the adoption tax will.
For CXOs planning enterprise AI rollouts: the same math applies. Embedding beats launching.
